CSHB 324(L&C) am - MUNICIPAL LIEN FOR UTILITY IMPROVEMENTS CHAIRMAN GREEN brought CSHB 324(L&C) am before the committee as the next order of business. REPRESENTATIVE SCOTT OGAN, prime sponsor of HB 324, said his area has a number of local improvement districts (LIDs), and there are property owners who are on very fixed incomes and cannot afford these LID assessments. HB 324 will allow boroughs, by ordinance, to defer payment of an LID by an economically disadvantaged resident. However, the legislation does not require local governments to provide this relief. There being no further testimony on HB 324, CHAIRMAN GREEN requested a motion on the legislation. SENATOR MILLER moved CSHB 324(L&C) be passed out of committee with individual recommendations. Hearing no objection, it was so ordered.
